I'm using the FTP to Dropbox template. I've connected successfully to the two services, but when I run a test and then update a file on the FTP server I get a 409 error.

I have tested on my side, the feature of Overwrite for Copy file action has no the same issue.
Some of the actions in the templates are an old version, you could have a try to delete the action then recreate it, it should be solved.
If you still have the same issue, please show more about your Flow configuration.

What I want is when any file is added or modified in my ftp (and subfolders) to by copied/updated in my dropbox. Will the above acomplish that?

The Source URL of Copy file action is not Filename, you can refer to this post to learn how to get the URL of a file in chroot.

If you get URL, then put it into the Source URL blank.
