Flow and Users without Licence and User Account

I have a flow with HTTP request to REST API endpoint to an external application.  The flow triggers when an item is created in the SharePoint list and POST some data from SharePoint to an external application.


I have two questions:

  1. Will Flow continue to run if user creating items on the SharePoint have NO licence for Flow, but they do have SharePoint licence?
  2. What is a good practice for creating a Flow for the whole organisation as I don't want this to be depended on my user account? Shall I create a separate user account and create all the Flow with this particular account?

Per testing, Flow created could run if all the available Flow licenses has been disabled under Office 365 Admin Center.

Which including Flwo for Office 365, Flow for Dynamics 365, Flow plan1 and Flow Plan2.

My testing may not show the right results, as I may still under the free trial.
