Get User Profile V2 stopped working

It fails with the following input:

it returns 404 code

I am in the US and just tested with no issues.  You might want to go to the M365 admin console and check for service health issues.

GET on https://flow-apim-europe-001-northeurope-01.azure-apim.net/apim/office365users still returns { "statusCode": 404, "message": "Resource not found" }
