I'm trying to build a flow that will look at each row in an Excel file that is stored in a SharePoint Site library. I found one connector but the only option is to get the file contents from my OneDrive account. Has anyone created a flow that will do that?

If you want to look at each row of an Excel file that is stored within your SharePoint library, I think the "List rows present in a table" action and the "Get a row" action of the Excel Online (Business) connector could achieve your needs.

Yes, the file is in SharePoint. Here's the entire picture. I run an audit report once a quarter in the Security and Compliance center to look for social security numbers. The report is downloaded and cleaned up and then uploaded into SharePoint. I want the workflow to look at the rows in the excel file and group them by the person who created the document, create a file that's in a user friendly format and send 1 email (grab the first one in the group) with the attached file to the person who created the documents so they can either delete the file or remove the personal identifiable information.
