How to update a sharepoint list by comparing 2 different tables ?

Hello everyone,
I am trying to create a fluw which will look for the rows of a MYSQL table and which will create the rows in a Sharepoint list if it is not present or update the row if it is present.

 

I "managed" to create a feed that only works once ... when I run it a second time it created lots of duplicates in the sharepoint list ....
Here is the current feed:

I think the problem is with the double action "apply to everyone" or my condition ... do you have any ideas?

In addition, here are the elements of the MYSQL table and Sharepoint List:

You need to check from all records in the MySQL to see if it exists in the sharepoint list, please take a try to refer to screenshot below to create the flow:
