PA Flow not appearing in Chat Menu outside of a Team

Hi there,

 

I have created a PA that triggers and email off a singfle chat message - this works flawlessly within a Team, but on a direct Chat message it is not available.

 

Has anyone got any intel on how to make it pop up?  I am quite new to this so need all the help I can get!
