Currently I have an issue with a flow that i suspect that a user has cloned.
How can i see flows ran by others users and if are related to a SharePoint content?
Is there any way to see flows that aren't shared with me?
If there a way, which permissions do i need?

you will need to be a global admin to see all environments and then their flows i believe, or at least talk to your global admin to discover them.
there is a webpart that will show you flows related to a list, but you can see that in flow if you have permission to them so that wont help you here.
