Unless the Flow is connected to a Power App, you will not be able to send the email as the person who created or updated the item unless all of those users grant you "Send as" permission which is likely not practical.
Two alternatives to having the email sent as you are to use the "Send an email notification" action - the email with show as being from "Power Apps or Flow". Another option is to have the email sent from a shared mailbox - this assumes that you have permissions to do so.
