I need to move tasks between buckets unassigned in one assigned in another using flow.

Please review the Microsoft Planner documentation. If you'll notice, there are not Copy or Move actions, but there are Get Bucket and Create Bucket actions, and List Tasks, Get Tasks and Create a Task actions.
So you could Get Bucket, Get Tasks and List Tasks then Create a Bucket using the parameters from the Get Bucket and and a Create a Task using the parameter from the Get Tasks steps.
A good starting point to familiarize yourself may be the Copy tasks from one bucket to another in Planner template.
