Hi @Anonymous,
I have tested your Flow on my side in two ways: 1 is copy file after update the Excel file, 2 is creating file according to the Excel file.
I found the created file will not get the lasted Excel file, but the copied file will. So I suggest you can use the Copy file action instead of creating the file. (Please notice to set the if another file is already here relace it.)

HI @ScottShearer ,
The Flow is not copying everything and I do not know why this is happening.
Can you reply back to me in the next 2-3 hours?

@Anonymous
How many times is the Flow looping when adding rows to the table? 18 or 21?
As Many rows that are in the original excel file (Should be 21).
@Anonymous
Is it possible that you need to enlarge the table in the destination file?
@Anonymous
Can you go into the destination file and manually add more rows to the table. Then, run the Flow again.
@Anonymous
I am not suggesting that you manually add rows of data to the table. My suspicion is that the table is not automatically expanding as rows of data are added from Flow. My suggestion is to redefine the size of the table in the destination file - make sure the table is large enough t hold all rows being copied in. Once you do that, run your Flow again and see if all of the rows are copied to the destination file.
HI @ScottShearer,
I do not know how to redefine the size of the table and also I do not know this could be something I could do everytime the flow is running since the flow makes a new file every time.
Thanks,
