I work for a large public sector organisation - around about 50,000 users. As I understand it we have O365 E3. I want to develop a Power Apps app for use strictly on my team of around 60 users. The app will have premium connectors - e.g. I want to fill in word templates using a flow triggered directly by the Power App.
I've been speaking to my IT department and they seem to think that it would cost millions in licensing. My question is: are the IT department mistaken? Is it possible to purchase a Per app plan for just 60 users. Am I right in thinking this would cost $10 x 60 users x 1 app per month so $7,200 per annum? (ignoring any public sector discount and using the pricing on https://powerapps.microsoft.com/en-us/pricing/). This seems perfectly reasonable and something we could afford - millions of dollars does not.
My IT department seem to think there might be a need to sign up everyone or pay vastly more but I cannot see how. At the moment Power Apps adoption within the organisation is non-existent which is why I suggest the per app plan over the per user plan.
I think I would also need to run some flows based off of SharePoint items being created also using premium connectors. Would that need a further power automate licence but just for me as the flows are all in my name? So a further $180 per annum? (based on this pricing: https://flow.microsoft.com/en-us/pricing/)
