Need to email staff that haven't entered hours for the day

I have a request to create an automatic notification for staff that exist in a SharePoint List if they haven't entered hours for the current day. I've tried building Flows but everything is reactive, ie the list changed. Here I want to email users if they never entered anything.

What you want is a flow that runs on a recurrence trigger.  That means it runs on a schedule, like daily at 4:00 PM.  Once the recurrence trigger starts the flow you would use a Get Items to retrieve the records with a blank hours entry and then send the emails. That last bit may vary a bit depending on what your data looks like and how you determine that a user has not entered hours.

Thank you. I started down that path but ran into the issue that the staff won't exist in the list if they haven't entered anything. To get around that I thought of having a second "Master Staff" list I could update on updates to the first "Hours" list. Then have the recurrence trigger run on the Master Staff list. This is how I see it working.

Refresh the master list with a recurrence flow each morning.

As staff enter hours and descriptions into the Hours list update a column in the Master Staff List (not sure how to do this) 

At 3PM send an email based on the updated values column.

Am I over complicating this? Is there another simpler way?

That sounds doable.  The only question would be how do staff enter hours?  If its through a Power App then updating the master list when they enter hours would be fairly easy.

The other option would be to store a list of all users somewhere.  When your 3 PM recurrence flow kicks off you would read that list.  Then do a For Each on the list of entered times and remove each user from the first list that you read.  Then send an email in a second loop based on the users that are left.
