Expiration Date Email Notification

I want to send an email notification once a quote has expired.  I have a  QuoteExpirationDate column, which I'm using to filter and query only for expired records, but my flow sends out notifications even for those that have not expired.  Can someone please help review my formula?

I would expect you to use either equals to (eq) or greater than or equal to (ge). If it's less than, it wouldn't be due yet.

I suggest you to use filter array.
Because flow converts all time to UTC by default
Time zone, the time obtained by get items may be different from that in SharePoint.
In the filter array, use functions such as conversion time zone on the date column to convert it to your time zone, and use functions such as conversion time zone on utcNow to convert it to the response time zone.

In this case, the expiration date is less than the present day.  What is the code for 'less than or equals'?

It should indeed be less than or equal to which is what you have.
