October 2019 licensing changes and the "Flow for Office 365" license

I've read this page over several times: 

https://powerapps.microsoft.com/en-us/blog/new-licensing-options-for-powerapps-and-flow/

 

All employees in our organization have an "Enterprise Mobility + Security E5" license which, I'm told, includes "PowerApps for Office 365" and "Flow for Office 365" licenses. The above linked page makes no reference to those licenses/plans, so I'm confused as to whether we will be impacted by the October license changes.

We also have PowerApps for Office 365 and Flow for Office 365 licences. My understanding from Microsoft is that we will not be affected by the changes. Those using model-driven or  CDS flows and and premium connectors will be affected however.

@RobElliott , I've heard the same from various third-parties, but nothing definitive from Microsoft itself. I'd sleep a lot better if they would officially/formally state this somewhere.
