Is PowerApps consider part of Azure services? or Does that a part of O365 Services?

PowerApps is part of the Microsoft Power Platform - a platform that includes Microsoft Flow and PowerBI.

It is closely related to Azure services in that you can connect to Azure services in your apps, and there are parts of PowerApps that are built with Azure (the on-premises gateway uses the Azure Service Bus, for example). The same applies with O365 - you can build apps that connect to SharePoint Online, and also connect to various O365 services.
