Error while Grant Permission to an item or a folder - Your organization's policies don't allow you to share with these users

Hello,

So I have been trying to implement this flow where I first create a folder, break inheritence and clear all the initially assigned permission and roles, and based on the list of emails i provide, give access to the users (in the list) using "Grant Permission to an Item or a Folder" action.

This is working for all the users except one, and that user, as others, is also the owner of the site and library. Following are the things i have noticed:

- I can give view and edit access to that user from sharepoint; only from powerautomate using the mentioned action I get the error.

- If the user is in a group and I provide the group as a recepient then the flow works normally and access is provided to the user.

- Rest of the users have the same permission levels as this user, but only for this user i get this error.

Any idea on what could be the reason behind this kind of behaviour? I have cross checked every possible permission setting for the user, but haven't found anything concrete. Any information would be greatly appreciated.

Is this an external user and/or with a different domain than the other users?

Thank you for your response.

The user is not an external user and has the same domain as others. Rather the user also has admin rights. It has same permission as other user, but for this particular its not working.  I still can't figure out why.

Did you ever figure this out? I am running into a similar issue, except I am also using power automate to create the account and then give that new account permissions to a sharepoint document library. Whats odd is some times it works fine, other times it gives "Your organization's policies don't allow you to share with these users"

in my case, I believe this was fixed by adding a delay after the account is created.
