After changing the status to approve by using the Set Content Approval Status action, The version history for the document is showing the name of the person starting the flow and not the name of the approver. How can the approver become the name on version history?

that would be possible only if it were manually started flow running with the connections of the user who triggered the flow. If it's automatically started flow it'll be always the user whose account is used in the flow.
I think you need to create an extra column to store the approver.
