I'm using SQL Server database using the on-premise gateway. And Refresh function is stopped refreshing the database.
It was working until yesterday. Is this is a common issue?
Any suggestions?

Yes, so as mentioned, any changes to the View or tables will result in a delay in the changes being seen in PowerApps, you have to wait (in some cases I've seen over 30 minutes). Data from those views and tables should be immediate.
What is not refreshing, the data or changes that you've made to tables or views?
Data refresh should be immediate on issue of a Refresh function. Table changes and views can take quite some time to show in your app.

@omi18 - Just to add to what Randy says, stopping and restarting the on-premise gateway Windows service on the gateway server can often force a table/view schema refresh if you want to avoid a long wait.
