Is there a way when creating 2 versions of the same app for the "web" version to not show up in the PowerApps mobile app so as not to confuse users?

What PowerApps needs is what Power BI already supports. Multiple views for "Page" or "Phone".

The Phone layout starts out as simply a blank screen or canvas that has access to all the same data and permisions as the initial (PC or tablet) page. The app figures out which one to display when the app is opened.

 

PowerApp already knows the 'platform' that the App is opened on - because it shows up in the Apps Analytics:

It should not be a major reach to work this functionality into PowerApps. Having two separate apps, datasets and permissions for the same functional app is not sustainable - especially if you have dozens of apps to support over time.

When I choose "create from data", it automatically launches a phone layout. Is there any way to get it to launch a tablet layout instead?

 You both mentioned this was sent to the product team to possibly implement enhancements. Any update on this? Because this is still a giant hurdle for many users.
 
 
For my purposes specifically, Power BI integration forces the user to create a mobile layout app, and you are stuck with the stock resolution and aspect ratio because you can't change the layout.
