Please explain licensing options

Hi

I am confused about Per App plan and Per User plan. What is a user? The person who builds an App or the people who access it (like a Power App form or an approval flow?

I want to create a flow that uses a custom connector. We are currently on a standard license. I work for a very large organisation that has nearly 5,000 staff. 

Will the Per App plan cover a flow that I create and about ten people access a SharePoint list that initiates the flow? Or do I need the Per User plan? 

And if I get the Per App plan, and I share the ownership of the flow with another staff member, do they need the Per App plan as well because it will be relying on custom connector?

Thanks but it doesn't answer my questions specifically. 

If I create a flow, then I'm guessing a user is someone who accesses it, say through a SharePoint list? If we have 2000 people accessing the flow then the per user plan is expensive, right?

On a per app plan, does this mean it is one flow using Power Automate = per app or is it all Power Automate flows = per app.

User is a person who can create or run the flow.

So if there are 10 users who will run the flow all 10 users will need Power Automate Per User License.

If you create a flow under Power Automate Per Flow Plan - You and any number of users who you share with can access and run that Flow without additional license.

If your Flow uses custom connector and you share with your colleague and the flow is on Power Automate Per Flow Plan, they do not need separate license.

Thanks for your response. I have to clarify however.

If a person accesses a document library, and when they upload a document to that library it triggers a Flow, are they are a user? Is that what you mean by 'run'?

In that case the user will be the connection ID used by that Flow as the Flow is running under that email ID account.

We are confused by it as well. We used Flow last year but since then all the terms have changed and Flow doesnt exist. PA is per user or per flow, but our O365 license is "Power Automate Free" and terms of that aren't explained anywhere. So we have neither a  per flow or per user license, but some kind of access and several flows. Are we going to be charged for Flows created before they started charging money per flow/user, or are the users of old flows now considered 'users', or what the the 'free' plan include.

Sorry to re-open this topic. I've a hard time to understand the options here and I find the options very confusing.

If I buy a "per user plan" for me and create a flow using some connectors including premium connectors. Can this flow be executed by other members of my organization? Let say I use a checkbox in SharePoint to trigger the generation of a word document. Can all users in my organization trigger the flow using their O365 flow licenses or will the flow not work for other users?

I hope someone can shed some light on this topic.
