O365 licence but exceeding Capacity

Hi there, we have Power Apps / Automote licences for O365. These do not allow Common Data Service creation. We do utilise Approval actions within Power Automate (which we're aware stores data by default in the CDS). 

In reviewing our provision, we have started using the analytics in the Power Platform Admin centre. This says we have exceeded a limit where we have no capacity. 

A message at the top of the screen says: Your organization can transition to the capacity model when your current term ends or at renewal.

When reviewing the Storage Capacity reports, there are tables mentioned which we seem to have no direct access to and that the free storage space guidance seems to suggest is wholly Dyanimcs related (a product we do not directly utilise). It isn't event clear what these tables are for e.g. WebResourcesBase as there are no clear MS resources online that we could find.

Please can someone clarify the following:

1) what is the causing the data levels we are seeing?

2) how can we exceed a capacity for something we are not licenced for?

3) re the above message, if we do nothing about our current licence level, is there any impact when we renew should we not clear the database capacity?

This is a very confusing topic as there is not a lot of documentation around this.  My advice is, if you don't get a response here from someone at Microsoft, raise a support case with Microsoft.

Hi @HSheild, Thanks for reviewing the post. That is the impression I was getting too. Hoping for clarity on some, if not all the questions. Obviously quite alarming to see the Capacity figures - even if 100,00% of 0 is still 0.

Exact same issue I ran into two weeks ago.  In fact, MS completely deleted one of my environments along with my projects.  They did restore it after I raised all kinds of guff.  I was told that i was not the only organization that suffered this.  I have yet to receive a substantive explanation and I am still operating in the dark.  Projects are on hold because i cannot get an answer!

Any thoughts???

Hi @TBulgrin / @HSheild , we have now opened a ticket with MS and will post their response here. We have also raised this with a Power Platform developer that we recently added a workshop with so we will see what they come back with. Be good to get some clarity as I can't believe we're the only ones affected.

Microsoft have confirmed that this is normal. Firstly webresource table is Power Platforms repository for html, css etc. so this shouldn't be seen as genuine CDS capacity that a tenant is using. Our O365 licence allows us to use Power Automate (previously Flow) Approvals. This stores response data in an underlying CDS so again, capacity is being utilised but not via a CDS database we have created....because we can't create one. 

Essentially there doesn't seem to be a way for the Power Platform dashboard to display database usage in a more granular way (i.e. what is the application usage, licenced usage etc) but perhaps that will come. Importantly though they confirmed:

• The environment will not be deleted (re our scenario - O365 Power Apps licence / Default environment only).
• CDS Is provisioned for usage purpose such as approval in your O365 Tenant
• Its normal to go over the capacity and these capacity can be freed up , see URL https://docs.microsoft.com/en-us/power-platform/admin/free-storage-space
• Although there are no licenses in your Tenant to provide you with additional capacity
• By design the default environment is an integral part of the Power Platform.

Hope this helps anyone else who comes across the analytic anomaly.
