Perhaps following a industry standard and having a status page wouldn't be a lot of effort since looks like people actually use and rely on this service? 

http://status.powerapps.com anyone? I can't be the first one to think about this.

It is actually - Support | Microsoft Power Apps

During the whole outage it showed "PowerApps is running Smoothly".

NOW that things are back up (somewhat), it shows this:

 
 

 

Go figure!!!

I got the same problem! Though I can get access to powerapps and edit my apps through the link:  https://as.create.powerapps.com/studio/ , all connections between sharepoint/ excel with Powerapps failed.
